Is osCommerce a company? Do I have to pay them any monthly fees?

There is no company called osCommerce. The osCommerce shopping cart product was created by an 'open source' community of programmers.
This online community provides the product code for free. You don't pay them any fees to use an osCommerce shopping cart.
This means that if you're able to install and customize an osCommerce shopping cart yourself, you could potentially have an online store without paying anything except web hosting costs and any merchant banking/payment fees, etc.
Of course, you can always donate money to the osCommerce community, which is a great way of showing your support.
